IIRC, because ReiserFS has been declared "obsolete" and the kernel
maintainers in Debian don't want to support obsolete code, that may
trigger long-term security support, for instance.

"Debian" does not take decisions. "Debian" is a collection of
individual maintainers who focus on the packages they maintain, and,
in most situations, Do The Right Thing.

Here, the decision to drop reiserfs modules was decided by the kernel
package maintainers. Please talk to them (but be ready to very very
very serious argumentation, they are among the most skilled and clever
Debian maintainers I ever met....)
