Bug#711300: debian-installer: If user says no, do not install popularity-contest at all

I was installing Debian on a system with a fairly slow disk, and said "No"
to whether I wanted to run popularity-contest. The installer continued on
and happily installed it, just to purge it immediately afterwards. With my
slow disk, the delay was noticable. Perhaps the installer could be taught
not to install the package at all if I say no?
