Anyway, as stated on IRC, I think you're doing things wrong.
After a build_cdrom_isolinux, I'm getting:
| cbrulebois@Cygnus:~/debian-installer/installer/build$ lsinitramfs ./tmp/cdrom_isolinux/initrd.gz|egrep '(sbin/|)init$'
| sbin/init
| init
So it looks like you're mis-assembling bits together.
