network-manager is currently listed in Depends.

debian-cd's generate-di+k_list should arrange for everything d-i needs
to go onto CD#1. It would be appropriate to put iw in there, if netcfg
installed it.

My only concern with this and network-manager would be that it also adds
those packages to the netinst. So it would be better to list
network-manager in a task file, if it's necessary to get debian-cd to
include it. It could be listed in tasks/sid/Debian-gnome. Sledge can
probably make better suggestions.
