No specific reason.  When I added kbdcontrol in 2006 I wasn't aware of
any alternative.  I think nobody cared since then.

So what do you suggest exactly?  That we drop
/usr/share/syscons/keymaps/* and use the ones from console-setup?
(are they _really_ compatible?) Or just that we read keyboard setup
from /etc/default/keyboard instead of using our own template?

Anyway in either case it's a kbdcontrol bug, reassigning.
