If I decide not to use any network mirrors for packages, but only 
the CD-ROM, then I cannot install grub or lilo. The problem is:

After I decided not to use network mirrors (and also no security
mirror) then the line for CD-ROM in /etc/apt/sources.list is not
activated! So the installer cannot install the packages of grub2 
or lilo because apt cannot find packages on the CD-ROM.

Please activate the CD-ROM line in /etc/apt/sources.list,
if no network mirror were selected.

Now I have tested the netinst image with the newer d-i (beta3).
This bug were fixed. So I close this bug report.
