A.3. Installation for en.i386 has:

   Installation of the base system is followed by setting up user
   accounts. By default you will need to provide a password for the
   “root” (administrator) account and information necessary to create
   one regular user account.

I've generally experienced the setting up of user accounts immediately
after configuring the network.

Also, whatevever may be meant by "default", the root account password
is not required and can be left blank.
