I meant that the relevant file was not changed since 2007.

Reading the debian wiki about /var/run transition [2] and debian policy [3] I think debian-installer partman-target could only create 
/run now. It shouldn't be a problem if initscripts and initramfs-tools 
are ready to use /run instead of /var/run.
