Bug#669129: debootstrap: deboostrap fails after libept update

libept upgraded recently its package and it creates an issue with
debootstrap (it fails).
debootstrap loads important priority packages but libept1 and libept1.4.12 both have
"priority: important" set.
However libept1 is not compatible with libapt-pkg4.12 which is the current version used.
debootstrap loads both packages, though only libept1.4.12 should be loaded.
This results in W: Failure while configuring base packages
I added some info in bug #472704 but created this one as an independant bug after analysis.
