Migration of win32-loader 0.7.0 to testing

Hi dear Release Team,

I would like to get win32-loader 0.7.0 migrated to testing. Its changelog
from Squeeze's version (0.6.21) is fairly long, but can be shortened to
"finally downloads d-i in a trustworthy manner, many translations, bug-
fixing".
As win32-loader will be built using mingw-w64 (see #623621), I would like to
push it in its mingw32 version to testing first.
By the way, it has been in unstable for 57 days now.
What do you think ?
