After installing more packages and upgrades, some which - probably - rebuilt 
the initramfs, I now have dvorak keyboard layout to enter my passphrase for my 
encrypted drive.

So yes. keyboard layout definately is supported in initramfs :)

I did get quite a bit scared when the change happened though...
