d-i merely uses the Packages files for the suite was built for. The
image you downloaded seems to be a bit of a mess:

joey@wren:~/tmp>strings initrd|grep wheezy

So, my guess is that this was built from a debian-installer tree that has
not been updated yet to target wheezy. The relevant commit,
fd357521031c71c691222bd66cea079ee6626636 was made in February..
