So, it looks like you're using the old method of copying the iso onto
an already bootable usb stick?  That isn't necessary anymore since you
can just copy the iso directly to usb now (i.e. dd if=file.iso
of=/dev/sdc if sdc is your usb device enumeration).

I think that it may not be considered a debian iso since it's using
local udebs, but I'm not really sure what iso-scan is looking for in
particular. The snapshots are unofficial right now anyway.

They should be different.  The snapshots are the mini iso version,
which is different than the netinst.

Yes, that will not work because you need the newer base-installer from
sid that hasn't transitioned yet.  That is fixed automatically with the
snapshot release.
