That's a special case of the general problem that there exist
Architecture: all packages which must be built on a subset of
architectures. I would rather not solve it by changing debootstrap to
Architecture: any, as it will be solved differently once ftpmaster
changes to throwaway-binary uploads; I spoke with Mark Hymers at DebConf
and he's aware of the general problem.
