The actual reason that the desktop task includes twm is documented in
the task:

# Since neither the gnome nor kde desktop tasks may be available, include
# enough basic X stuff here for a minally useful desktop without them.
  twm
  xterm

(Tasksel's current implementation allows the desktop task to be presented
as a choice even if gnome and kde are not available.)
