This is expected in a non-networked situation. How could we ask (and check about a mirror if there's no network? Even if we want to add an entry for a mirror, we have to ask abou tit, which means also testing it. I also very much doubt that what you suggest is likely to happen as it would change the whole logic of choose-mirror.
