Bug#283136: creating USB-stick Debian-installer under Windows

The Debian Eee PC team has often been asked this question by our users.
We've never found an entirely satisfactory answer until I was asked
again today, and went again to look at what my colleagues were using. I
found this guide at Ubuntu:

I had heard about but have no experience with flashnul. Win32 disk
imager looks like a nice tool. That one is entirely new to me. I'll be
directing users here until we get something into our own documentation.
