I'm not sure that the installation guide is really meant to be a general documentation about fine tuning things in locales (or other stuff). I think we will never achieve something that's really satisfactory for everybody when it comes at these language/country choices. See threads when Frans work was done on localechooser during the squeeze release cycle. What we have, for instance, in localechooser's debconf templates is the best compromise we could achieve at that time. Trying to explain in more details to cover corner cases will only complicate explanations that work for 95% of users.
