It's not dpkg that calls the .config script but debconf itself. So I'm
reassigning it to debconf and cdebconf. It looks like both are affected.
When the frontend is run from the postinst, it should not run the .config
script if the (main) parameter of the postinst is "triggered". When
"postinst triggered" is run it means we already went through "postinst
configure" once, so doing nothing for "triggered" looks fine.
