This firmware could be included in the d-i initrd images (which are mostly not isos), if a udeb were produced containing it. No such udeb exists currently. It would make sense to make one if the firmware were for more commonly used hardware. The simplest thing to do seems to be to add firmware-linux-free to debian-cd's list of firmware packages, then it will be available in the same firmware tarball as the other, non-free firmware. -- see shy jo
