IMO not:
1) it is redundant as we can (and do, where needed) offer the same
functionality using debconf questions
2) it would clutter the user interface
3) it goes against the design principles of D-I

What I meant here is that there is be a question "do you want to create a
regular user account", not skipping the component in the menu.

It has exactly the same end result. And it's a lot more structured. And
most users *will* want to create a user account, so it is perfectly
natural to only offer the option at lower debconf priorities.
