It would be nice to be able to skip certain steps in d-i without
having to go to the main menu and invoke the individual other steps
manually then.

I'm well aware of preseeding options like "d-i passwd/make-user
boolean false" but it would be nice to be able to skip e.g. the user
account creation within its *interactive* interface during runtime
as well.

In this particular situation I had to set up a system without any
(non-root) local users (they're configured via LDAP later on) but
wanted to run through all other steps of d-i. An additional "skip"
button in the dialogs where it could make sense to just skip it
would be nice-to-have from a user [interface] POV.

This is not an option that can be implemented generally. It would allow 
users to break installs in unexpected and unmanageable ways.

You can already do that when installing at lower priorities (expert mode).
