Oh, it was my mistake
I want to implment a new user interface like user-setup interface in front of localechooser
user interface, beacause I won't create so many localzition language support, at least now.
I don't know how to create new interface of front-end and back end in installer,which documentaion mention this ?

You might like to be more verbose as to what exactly you wish to achieve;
"add a new interface" is ambiguous and lacking in detail necessary to answer
your question.
