I've just tested the netinst beta1 image in gaphical expert mode.  The 
file kbdnames.gz is not removed and the layout-names are translated.  
Only the debconf-related translations are missing.

I suppose you are right...  Not only the udeb is not translated but also 
the main package (keyboard-configuration).  I haven't noticed this.

I received a message from Samuel Thibault with a patch that fixes this 
and reduces the i18n storm by using the translations from the old 
version of console-setup.  I don't know why I don't see the his message 
in the list (it was addressed to debian-boot@lists.debian.org, 
console-setup@packages.debian.org).  I am attaching his patch here.
