I received a message from Samuel Thibault with a patch that fixes this and reduces the i18n storm by using the translations from the old version of console-setup. I don't know why I don't see the his message in the list (it was addressed to debian-boot@lists.debian.org, console-setup@packages.debian.org). I am attaching his patch here. Anton Zinoviev
