Bug#586227: busybox lacks support for mke2fs option; needed b/c for a recovery evironment

Presently there is unresolved breakage in mkfs for ext2 FS, due to some
churn in where libraries have been moved, and the absence of a test of mkfs
The fix may have been made and is working through the unstable timeout but
then again it may not be a full fix. Please provide mkfs wiithin busybox to
permit a workaround through the suggested path:
