For the newt (textual) frontend they are compiled into the cdebconf
program (see src/modules/frontend/newt/newt.c).
For the graphical frontend, see my earlier reply. At least, the theme file
is the only thing I'm aware of that sets colors.
(Did you unpack the correct initrd?)
