Hi, 

1) this mailing list is not the appropriate one - this one centered around
developement of the Debian Installer. The one that you probably want is
debian-dpkg@lists.debian.org .
2) AFAIK, this is not possible nor desired, because you install programs as
root (it is not possible elseway) and you want (for sure) launch programs
as your non-root user.
3) not all packages carry GUI programs (think libc6, ntp, apache2, …)
