Maybe the selected layout doesn't support these symbols? Please send the 
contents of /etc/default/keyboard and /etc/default/console-setup.

This bug is already reported (#377426).  It is not related to 
console-setup.  In /usr/share/hotkey-setup/acer-aspire-1600.hk you will 
find the following commented lines:

#setkeycodes    e033    $KEY_EURO       # '€' hard to do out-of-the-box
#setkeycodes    e034    $KEY_DOLLAR     # '$' hard to do out-of-the-box
