Sure. Something like that could be done. Feel free to work it out, code it, 
test it, and submit the patch. Just make sure to allow for different use 
cases and exceptions.

Note that there is no support to read/set the system clock in the D-I 
environment [1]. That must be done in the target chroot (as the 
finish-install script already does).
