I have always been wondering whether d-i couldn't try to automatically
guess it: if the hardware clock is already within, say, 5 minutes of
UTC, assume that it was supposed to be UTC; if the hardware clock is
already close to local time, assume that it was supposed to be local
time, and else assume that the clock is bogus, and ask the question
since we can't guess.
