No, it is intentional.  You guys need to make a decision on what you want.  You
basically have two options:

  - Preseed a correct answer to grub-pc's question.  Then future upgrades of
    grub-pc will become effective instead of the crap we have now, in which
    users report us critical bugs for code in /boot/grub/ that just happens to
    be out of sync with the package.

  - Let grub-pc ask its question and run grub-install by itself.  Basically
    same as before, but with the advantage of using the same codepaths and
    providing a more consistent interface between install & upgrade.
