Are you able to type accents after 'cat >/dev/null'?
On tty1 it works, on tty2-6 no.

Packages console-tools and -data are installed. I can't find easily the 
number of releases, but I can tell you they're the last available for 
lenny, amd64.

See attached. But the command also says to me that 
/etc/default/*console*, *kbd* (in /etc/default and /etc/init.d), 
/etc/*kbd* don't exist.
