You seem to be looking at a different image than us.

I've downloaded:
http://ftp.nl.debian.org/debian/dists/lenny/main/installer-i386/current/images/netboot/mini.iso

And that has:
# cat /etc/udebs-source
lenny

Please verify your claim and provide the full exact URL of the allegedly 
broken image.
