I was able to reproduce this bug with version 1.13 (stable version of
the package) of the package but not with the last available version.
According to my tests this bug was fixed in version 1.23 of the package
due to the following change:
* Support XKB rules with multiple consequents (thanks, Adam Simpkins;
LP: #139710).
For the stable version of Debian I believe you need to take
/usr/bin/ckbcomp from the unstable version of Debian:
# cd /tmp
# wget 'http://ftp.debian.org/debian/pool/main/c/console-setup/console-setup_1.28_all.deb'
# mkdir mytmpdir
# dpkg-deb -x console-setup_1.28_all.deb mytmpdir
# cat mytmpdir/usr/bin/ckbcomp >/usr/bin/ckbcomp
