We can fix it in debootstrap itself, but I'd rather not bloat d-i with
this ability when it's not necessary. (That said it might turn out that
some other consideration is more important than this; I just don't think
completism alone is enough.) Could we have a central sanity check that
prohibits this for Priority: required or important, maybe?
