Bug#508327: debian-installer: restart loop triggered if booting without "-- quiet"

Can anybody else reproduce this?  I have not been able to do so using
qemu on i386 using an image built today.

This means that there is something wrong with the "Choices" or
"Choices-C" values.  Booting with BOOT_DEBUG=3 and adding "set -x" in
"/usr/bin/localechooser" using nano could help a lot in figuring out
what is happening.
