Bug#497619: netinst: fail to create ext3 file systems

I tried the daily-build installer, and the Disk Partitioning step always
succeeded in partitioning, only to immediately fail in creating any
ext3 filesystem.
I dropped to a shell to see if I can fix anything, and found that
mkfs.ext3 was missing libblkid.so and just could not run; not
even "mkfs.ext3 --help".
(of course, the system I'm reporting from is unrelated).
