Yes, there is. udev basically renames _any_ network interface...

No. *Any* renaming is done by udev and only by udev.

Udev got that idea from the installation where the driver assigned the 
eth1 name for the interface, so it tries to preserve that. And in fact it 
almost succeeds, were it not for the fact that it gets confused by the 
fact that the hostap driver creates two interfaces instead of just one.
