Yes, that is correct. And asking "which controller/disk does the BIOS 
consider to be the boot device" is an option I'd like to see added to 
grub-installer because it would solve some other use cases that currently 
cause problems. However, so far nobody has done the work needed for that 
and I'm not sure your use-case would end up being supported in that 
solution.

I still feel that in your case there are better options to change between 
different OSes than having to change your BIOS setup. Making GRUB your 
primary (default) boot loader and "chainloading" other boot loaders from 
that would IMO be a lot better and more flexible solution.
