Console-setup does not need console-cyrillic as both packages provide
similar functionality for Cyrillic languages.  However Alexander
discovered a bug that was unknown to me.  It is surprising that nobody
has reported this bug earlier.  It is not reported even for the Ubuntu
version of the package even tough console-setup has been standard
there for quite a while.

I think I will be able to upload a fixed package very soon (next 1-2
days).

Either console-setup or console-cyrillic needs to be installed but not
both packages.  Otherwise they will do the same job twice.
