Bug#466052: installation-reports: GRUB installation failed

We received an installation report about a failure to install grub during a
system install using Debian Installer.
The failure seems to be that the apt database is not updated correctly.

From the installation syslog:
Package grub is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
E: Package grub has no installation candidate

I have traced this back to the recently migrated version 0.7.10 of apt.
If I downgrade apt and apt-utils to 0.7.9 (and aptitude as well to satisfy
dependencies) just before running the D-I component apt-setup, the
installation succeeds.

I suspect the following change in apt 0.7.10 may be the cause, but that's
only an (un)educated guess:
 * merged the apt--DoListUpdate branch, this provides a common interface
for "apt-get update" like operations for the frontends and also provides
hooks to run stuff in APT::Update::{Pre,Post}-Invoke

Please CC the debian-boot list for any follow-ups on this issue.

Cheers,
FJP
