This did not help, either.

It seems to me like tzdata (2007b-1) don't use debconf at all.  Maybe I
use wrong/outdates apt sources?  Here is what I actually use:

  deb     http://ftp.de.debian.org/debian/ etch main non-free contrib
  deb-src http://ftp.de.debian.org/debian/ etch main non-free contrib
  deb     http://security.debian.org/ etch/updates main contrib non-free
  deb-src http://security.debian.org/ etch/updates main contrib non-free
