Bug#455677: win32-loader: [INTL:dz] Dzongkha debconf template translation

This has to be a language identifier known to NSIS.  If there isn't one for
Dzongkha, you'll have to translate that before win32-loader works.

This must be a string recognized by GNU iconv (I just noticed the translator
note wasn't clear about it;  fixed that).

This string must be in English.

Make sure this fits with your "cp437" translation above.

This has to be another file, as provided by NSIS (in
/usr/share/nsis/Contrib/Language files/) for your language.  If it
isn't there yet, translate NSIS first!

Missing translation.

When these issues are fixed, feel free to check it in (it's in
packages/arch/i386).
