Choosing a timezone has nothign to do with the HW clock being set to UTC so I'll assuml you mean choosing the UTC +00:00 timezone. This is possible and has indeed been explained many many times. The question about the "country or area" which you get as second question in default installs is not a question about the system's locale, it is really a question about the place the system is installed at. The first selection certainly shows a list of countries that are related to the chosen language, but it offers a "Other" option. So, people who install systems in other countries really should choose this option. So, if you are, say in Russia, and install in English, then choose *English* then *Russia* as country. If you choose "USA", then you get what you deserve and, when the timzeone selection comes, you're prompted with US timezones. If you choose Russia, then everything that's location-related, including the timezone, will be set up according to your choice of Russia, without affecting the final system's locale, which will still be en_US.
