After reading the section more carefully I agree with your
assessment. It was of course clear from the beginning that a mere
substitution would not suffice, because the presence of a logical or
(/etc/X11/XF86Config or /etc/X11/XF86Config-4) that has been
translated, and the translations may not work after a simple
substitution.
Unfortunately I don't have any expertise in gpm.
