The correct filename depends on how the tftpd is configured.
The manual assumes that it does not run chrooted so that
the full path must be supplied. It looks like your tftpd
runs chrooted, i.e. it only "sees" the files below /tftpboot
and therefore requires only the filename without the path
prefix.
