It is asked in expert mode. For default installs, we have a smart 
algorithm that determines the likely value.
Roughly: if the box also has Windows installed, local time is assumed; if 
only Linux, UTC is assumed; in some cases the question is asked.

If the time is incorrect after the boot, the user is expected to either 
run 'date', or change the UTC setting in /etc/default/rcS.
