This will very briefly display "Running popcon", followed by
popularity-contest asking if you want to participate. I can envision a
user wondering if it already reported popularity-contest data once before
asking..
There's room for improvement in the progress bar stepping, since popcon
steps it 5 steps and no room is provided for other hooks to step it at
all. But I don't have an solution for this, it just makes hooks that
take a long time to run not a very good idea to put here.
