The /etc/hosts file isn't copied to destination by debootstrap and the pbuilder command needs this file to
work correctly. Without /etc/hosts the pbuilder create command shows:

E: /etc/hosts does not exist, your setup is insane. fix it
cp: cannot stat `/etc/hosts': No such file or directory
 -> Aborting with an error

As Junichi's comments are pretty clear that creating /etc/hosts is not
debootstrap's job, I am closing this bug report.  Please use
"pbuilder create" if you need to create new environments for pbuilder.
