Bug#433667: silo-installer: Misses copyright file

Chris Andrews noticed that a copyright file is missing in the source 
package for silo-installer. As Ben Collins is the original author of this 
udeb, I have drafted a copyright file with the content as listed below 
and asked him to OK the suggested licencing. The attached mail contains 
that OK.

I hereby also OK the new licencing for my own minor contributions to this 
udeb.

Consider this email permission to add the appropriate copyright you have
listed below (GPLv2 or later).
